SELECTMEN’S MEETING Monday, November 7, 2011, 7 p.m.

PLEDGE OF ALLEGIANCE MOS

Selectmen Johnson and Minahan were not present for the meeting.

Chairman Chaffee read into the record:

OPEN FORUM

~Fire Chief Duffey appeared before the BOS to announce the arrival of the new Engine 1. The engine will be placed into service in two weeks. The truck is being leased/purchased over 10 years. The Chief also read letters of thanks to the Highway Department and the Water Department for helping to install a waterline for the new sprinkler system at the Fire Department.

~ Mr. Chiocca read a letter of thanks to the Fire Department from two teachers at the Holy Family School.

~ MOTION to approve by Ms. O’Brien, 2nd by Mr. Kimball passed 3-0.

UNFINISHED BUSINESS

2. Report of the Beech Street Solar Project Committee

Mr. Chiocca updated the BOS on the progress of the Beech Street Solar Committee and indicated he expects a recommendation by December. The Committee is meeting with 4 of the 6 applicants.

3. Historical Commission update

Mr. Chiocca read a flyer from the Old Abington 330th Committee regarding a contest for public and private students to submit an original drawing, photograph, short story, or poem for possible inclusion in a commemorative book. Also the G.A.R. Hall will be open the night of the Holiday Stroll please stop and visit.

NEW BUSINESS
4. Appointment to Open Space Committee.
The BOS interviewed Derek Ewell for an opening on the Open Space Committee.

Mr. Chiocca also discussed the resolution of issues of neighbors to the new Ralph C Ewell green trail on Beech Street. Whitman Town Administrator Frank Lyman was extremely helpful in resolving issues with abutters and dumping.

~MOTION by Ms. O’Brien, 2nd by Mr. Kimball to approve passed 3-0.

5. Acceptance of Land Gift-Rockland Housing Foundation, Inc.

The BOS accepted two gifts of land pending Town Meeting approval. The parcels are necessary to construct the proposed Senior Center on Albion Street. One parcel is a gift from the Housing Partnership and the second parcel is a gift from Terrence Tedeschi, Manager Tara Realty Associates LLC.

~MOTION by Ms. O’Brien, 2nd by Mr. Kimball to accept the donation of a 1.53 acre parcel identified as 52-0106-000A from Tara Realty Associates, passed 3-0.

~MOTION by Ms. O’Brien, 2nd by Mr. Kimball to accept the donation on a parcel of land from the Rockland Housing Foundation identified as parcel 2A, passed 3-0. (Later determined to be Lot 1A to be corrected at 11/21/11 BOS meeting)

6. 7:30 PM Hearing -Player’s All Alcohol Common Vic license transfer application

~MOTION to open the hearing by Ms. O’Brien, 2nd by Mr. Kimball passed 3-0.

Attorney Phillip Barthel appeared on behalf of the petitioners to ask the BOS to approve the transfer. Discussion took place regarding the new owners and manager.

~MOTION to close the hearing by Ms. O’Brien, 2nd by Mr. Kimball passed 3-0. ~MOTION to approve the transfer by Ms. O’Brien, 2nd by Mr. Kimball passed 3-0.

9. Mayflower Municipal Health Group-Appointment of Representative

Mr. Chiocca discussed the upcoming health insurance meeting and recommended the BOS appoint him as the delegate and Town Treasurer as the alternate to the Mayflower Municipal Health Group.

~MOTION by Ms. O’Brien, 2nd by Mr. Kimball to appoint Mr. Chiocca as Rockland Delegate and Karen Sepeck as the alternate to the Mayflower Municipal Health Group

10. Appointment of Minahan as budget liaison for BOS

Mr. Chiocca recommended appointing Mr. Minahan as liaison to all departments for budgetary matters. Mr. Minahan helped develop last year’s BOS recommendation and previously served as a Finance Committee member including 3 years as Chairman.

~MOTION by Ms. O’Brien, 2nd by Mr. Kimball to appoint Mr. Minahan as BOS budget liaison to all departments passed 3-0.

11. TOWN ADMINISTRATOR’S REPORT & CORRESPONDENCE

~Read a letter notifying BOS of Treasurer Karen Sepeck’s Recertification. ~Ewell Trail-Whitman cooperation (read during item #4).
~The Rail Trail work continues and is expected to be finished in 3 to 4 weeks. ~Thank you from Holy Family School (read during Open Forum).

~Thank You from Fire Chief (read during Open Forum).
~Veteran Day Parade reminder of assembling at 8:30 at Hoadley’s on Union St. ~Banner Food Pantry Celebrity Bartender Night
~Announced passage of the supplemental budget which includes $161,000 in local aid, it also includes $500,000 for the proposed Senior Center.
~Informed the BOS that Attorneys Galvin and Clifford held a seminar for all Boards, Committees and Departments on updates to the Conflict of Interest laws, open meeting laws and ethics law changes last week.

~Thursday night is the last game for Rockland H.S. Football. ~Also attended the downtown revitalization meeting. ~Attended the meat raffle to support the football team.

~School Building Committee is meeting next Tuesday at Town Hall.

7:45 PM ~MOTION to recess to regular meeting to return after Executive Session by Ms. O’Brien, 2nd Mr. Kimball passed 3-0.

30. MOTION to go into EXECUTIVE SESSION for negotiations with Dispatchers and Animal Control Officer, also to discuss future negotiations strategy, to reconvene at 8 P.M. by Ms. O’Brien, 2nd by Mr. Kimball passed by Roll Call Vote 3-0.

~MOTION to reopen the meeting by Ms. O’Brien, 2nd by Mr. Kimball passed 3-0.

8. CDBG Hearing at 8:00 PM
MOTION to open the hearing by Ms. O’Brien, 2nd by Mr. Kimball passed 3-0.

Wayne Darragh of Community Opportunities group appeared before the BOS to discuss options for the upcoming CDBG application. The BOS discussed at length the options available for funding and the target areas for improvements.

MOTION to recess the hearing until November 21, 2011 by Ms. O’Brien, 2nd by Mr. Kimball passed 3-0.
