Mr. Chaffee read into the record:

OPEN FORUM
~Jeff Najarian Tri-Town Veteran’s Day Parade- Updated the BOS regarding the upcoming Veteran’s Day Parade. Rockland is the Tri-town host this year. The parade will be staged at the Hoadley property on North Union Street this year. Mr. Najarian also invited the BOS to march in the parade.
~ Fire Chief Duffey-Issued a warning regarding some unusually high overdose cases lately.

3. Appointment of Assistant Town Collector-Judy Hartigan
Town Collector appeared before the BOS to recommend Lisa Murphy be appointed as Assistant Town Collector.
~MOTION to approve Lisa Murphy as Assistant Town Collector by Mr. Kimball, 2nd by Ms. O’Brien passed 5-0.
UNFINISHED BUSINESS
- Police Chief Contract-Town Counsel Clifford
Attorney Clifford outlined the provisions included the proposed contract renewal with Police Chief John Llewellyn. The contract is for five years and includes a 1 1⁄2% each of the five years and includes provisions to end accumulation of sick leave and vacation time which would be an large liability in the future. This contract buys out current accumulated obligations and spreads those payments out over the next few years.
~MOTION to approve by Mr. Minahan, 2nd by Ms. O’Brien passed 5-0.
- Transfer of Manager, All Alcohol License, Holiday Inn-Keri Fitzgerald
Due to a managerial change the Holiday Inn needed a transfer of manager approval from the BOS.
~MOTION to approve by Ms. O’Brien, 2nd by Mr. Kimball passed 5-0.
- Reconsideration of Hawker’s & Peddler’s license application-JJ’s Backyard Grill
John Lowry appeared before the BOS to explain an address change on his application. He also indicated he would only operate with permission of the property owner or organization where he would set up his vehicle.
~MOTION to approve by Mr. Kimball, 2nd by Ms. O’Brien passed 5-0
NEW BUSINESS
7. Cultural Council Update
Chairman Jane Tetzlaff appeared before the BOS to explain the purpose of the Council and the programs they support and encourage. She discussed the funding and scholarship program.

- Capital Planning Committee update-Chairman Joe Gambon
Joe Gambon, recently elected Chairman of the Capital Planning Committee, presented the BOS with the most recent plan developed by the committee. The Capital Planning Committee evaluates all the major needs of the community and attempts to prioritize those needs. Mr. Hart and Mr. Chiocca will continue to work with the CPC to further develop a final list before Town Meeting.
- Common Vic and Entertainment License Application for: The Food Party, 371 Union Street-Felipe Fonseca
Mr. Fonseca appeared before the BOS to discuss his new business.
~MOTION to approve the Common Vic Application by Ms. O’Brien, 2nd by Mr. Kimball passed 5-0.
~MOTION to approve the Entertainment Application by Mr. Johnson, 2nd by Ms. O’Brien passed 5-0.
- Charter Change-form of Town Government discussion
The BOS held a spirited discussion regarding the Rockland form of
government. Discussion mostly surrounded the options of Town Mayor or Town Manager forms of government. No decision was reached. - Kennel By-laws
TA Chiocca informed the BOS of an on-going issue in Rockland regarding kennels. TA Chiocca explained Rockland needs to address the issue at the next Town Meeting. TA Chiocca also asked the BOS to request no more kennel licenses be reissued or issued until Town Meeting.
~MOTION to ask the Town Clerk not to issue or re-issue any kennel licenses until further review and action by Town Meeting in May by Mr. Minahan, 2nd by Mr. Johnson passed 5-0.
- Surplus vehicles-Fire Department- Chief Duffey
Chief Duffey requested 2 beyond repair vehicles be declared surplus.
1. 1988 Ford C-8000, E-One Fire Engine – VIN 1FDYD8OU4KVA01209 2. 1986 Ford F350 Forest Fire Truck – VIN 1FTHF36H5GKA80863~MOTION to declare the 2 Fire Department vehicles surplus by Ms. O’Brien, 2nd by Mr. Johnson passed 5-0.
- Class I License transfer- Hillcrest
~MOTION to approve the transfer of the Class I license from Hometown America to Realty Systems Arizona, Inc. pending documentation of the liability insurance by Mr. Johnson, 2nd by Ms. O’Brien passed 5-0.
- East West Parkway Grant Application
TA Chiocca informed the BOS a grant application had been filed with the State for funding through the MASS Grant program for water and sewer funding on the East West Parkway road being built in Rockland.
20. TOWN ADMINISTRATOR’S REPORT & CORRESPONDENCE
~Acknowledged the continuing charitable contributions by EMD Serono to the schools with their $5000.00 donation.
~Read a thank you letter from the BOS in Norwell in appreciate of the Rockland Fire Department’s quick response in 2 mutual aid situations in Norwell in June.
~Reminded the BOS they have been invited to march in the Tri-town Veterans Day parade to be held in Rockland this year.
~Reminded the BOS that the annual Celebrity Bartender at the Banner fund-raiser will be held on November 10 to benefit the Food Pantry.
~The hazardous waste collection day for Rockland residents will be held on October 29, at the Hanover transfer station.
~ TA Chiocca is coordinating the annual winter Coat drive with Peter Ewell. SELECTMAN’S COMMENTS

~Discussed the Cable Advisory Committee and the need to update the committee.
Ms. O’Brien
~Attended the annual cook-out at Garden Terrace. ~The Eagles Club Cook-off was a big success.
~She also attended the 9/11 walk at Bicentennial Park.
Mr. Johnson
~Explained he had missed two meetings due to work commitments.
~Asked everyone to remember school project is still ongoing and we all have to accommodate some construction delays. Please be patient.
~Attended the Pioneer Institute award ceremony.

~Some local businesses have indicated they are appreciative of the new business friendly atmosphere in Rockland.
~ He attended the Holy Family remembrance of 9/11.
Mr. Kimball
~Announced the scheduled Friday night High School game is being held on Saturday as a result of the EEE concerns.
Mr. Chaffee
~Spoke about the heart of the football team and fans.
~Attended the Freedom Walk at Bicentennial Park.
~School Building Committee meetings continue, the public is free to attend.
Mr. Chaffee invited John Retchless and John Rogers to the microphone.
They spoke about the school construction project.
The Rogers Middle School should be finished for June 2012, ready for students in September 2012. The High School renovation will be ready in December 2012 or spring 2013 at the latest. The auditorium should be ready for the annual Town Meeting in May. There are some surplus used furniture, desks, file cabinets, etc. which will be offered to other town departments, then the public and finally other educational entities.
Superintendent Retchless is developing a plan for the interior HS courtyard.
Mr. Chiocca discussed a future historical artifacts park next to Town Hall.
~ The “Rockland Cares” organization has been meeting to support those families and people in need of support with addiction problems. The organization is open to support anyone in the community.
30. EXECUTIVE SESSION
An executive session for contract negotiations with the Police Chief was held, as posted prior to the 7 PM Open Session Meeting at 6:30 PM. No Executive Session was held after the regular meeting.
MOTION to adjourn by Ms. O’Brien, 2nd by Mr. Minahan passed 5-0. Meeting ended at 9:17 PM
