Minutes of BOA Meeting December 12, 2011

Chairman Dennis M. Robson called the meeting to order at 6:02 pm.
In attendance were Chairman Dennis M. Robson, Vice Chairman Ms. Lisa M. Flaherty, Member Charles Wehner, Assistant Assessor/Appraiser Ms. Debra J. Krupczak, and taking minutes Administrative Assistant Ms. Denice R. Alexander.
A motion was made by Chairman Robson to accept the November 21, 2011 meeting minutes. Vice Chairman Flaherty 2nd. All in favor
Monthly sundries were signed for: Verizon, WB Mason, and Plymouth County Registry of Deeds for a total of $546.96.
A motion was made by Chairman Robson to approve the revised October end of the month report for Motor Vehicle Abatements for FY 2004 $43.75, FY 2009 $77.50, and 2011 $2,562.17 for a total of $2,683.42. The motion was 2nd by Member Charles E. Wehner. All in favor. Signed.
A motion was made by Chairman Robson to approve November end of the month report for Motor Vehicle Abatements for FY 2010 $279.16, and FY 2011 $4,891.18 for a total of $5,170.34. The motion was 2nd by Member Charles E. Wehner. All in favor. Signed.
A motion was made by Chairman Robson to approve November end of the month report for Personal Property Abatements totaling $5,226.00. The motion was 2nd by Member Charles E. Wehner. All in favor. Signed.
A motion was made by Chairman Robson to approve November end of the month report for Real Estate Abatements totaling $6,821.53. The motion was 2nd by Member Charles E. Wehner. Vice Chairman Flaherty abstained from this vote. Signed
A motion was made by Chairman Robson to approve (4) VET Clause 22 for $1,600. The motion was 2nd by Member Charles E. Wehner. All in favor.
A motion was made by Chairman Robson to approve (1) VET Clause 22E for $1,000. The motion was 2nd by Member Charles E. Wehner. All in favor.
A motion was made by Chairman Robson to approve (2) Elderly Clause 41C for $1,000. The motion was 2nd by Member Charles E. Wehner. All in favor.
A motion was made by Chairman Robson to approve (2) Blind Clause 37 for $875.00. The motion was 2nd by Member Charles E. Wehner. All in favor.
A motion was made by Chairman Robson to deny a veteran exemption for Joanne Foley due to ineligibility. The motion was 2nd by Member Charles E. Wehner. All in favor. Signed.
The Town Administrator Allan Chiocca came before the BOA regarding the Beech St. Solar Energy Project. After discussions Chairman Robson motioned to approve and sign to waive all personal property tax for NEX Sun Solar. The motion was 2nd by Member Charles E. Wehner. All in favor.
Assessors updates:
Assistant Assessor/Appraiser Ms. Debra J. Krupczak discussed the changing of office hours to accommodate taxpayers in the evening, especially during tax season. The Assessor’s office will continue to stay open late two Mondays per month and discussions are still open to set a schedule.
New Business:
Assistant Assessor/Appraiser Ms. Debra J. Krupczak discussed FY 2013 budget updates: Recommended Online Property Cards $2,500 for FY 2013
Total proposed Budget for FY 13 is $146,951
A motion was made by Chairman Robson to certify Ms. Denice R. Alexander to certify Abutter Lists. The motion was 2nd by Member Charles E. Wehner. All in favor.
Ms. Krupczak will send reminders to the Board regarding next BOA meeting time.
Board voted to adjourn the meeting at 6:50 pm. The motion was 2nd by Member Charles E. Wehner. All in favor.
