<p>Minutes of BOA Meeting<br />
April 10, 2012</p>
<p>Chairman Dennis M. Robson called the meeting to order at 6:03 pm.</p>
<p>In attendance were Chairman Dennis M. Robson, Vice Chairman Ms. Lisa M. Flaherty, Member Charles Wehner, Assistant Assessor/Appraiser Ms. Debra J. Krupczak, and taking minutes Administrative Assistant Ms. Denice R. Alexander.</p>
<p>A motion was made by Chairman Robson to approve the March 20, 2012 meeting minutes. Member Charles Wehner 2nd the motion. All in favor.</p>
<p>A motion was made by Chairman Robson to approve &amp; sign monthly bills from Verizon for $32.80, Norfolk Suffolk Counties Assessors Association for $25.00, and Postmaster for 200.00. Signed.</p>
<p>A motion was made by Chairman Robson to approve &amp; sign March 2012 end of the month reports for Motor Vehicle Abatements for FY 2010 $55.62, FY 2011 $890.21, and FY 2012 $5,519.69 for a total of $6,465.52. Signed.</p>
<p>A motion was made by Chairman Robson to approve &amp; sign the FY 2011-8 Motor Vehicle Commitment Warrants for $255.00. The motion was 2nd by Member Charles Wehner. All in favor. Signed</p>
<p>A motion was made by Chairman Robson to approve &amp; sign the FY 2012-2 Motor Vehicle Commitment Warrants for $175,039.83. The motion was 2nd by Member Charles Wehner. All in favor. Signed</p>
<p>The Board approved &amp; signed the March 2012 end of the month reports for Real Estate Abatements / Exemptions totaling $11,835.96. Signed.</p>
<p>A motion was made by Chairman Robson to approve &amp; sign the Sewer Betterment Payoff Warrant for 4 Phillips Street for $109.21. The motion was 2nd by Member Charles Wehner. All in favor. Signed</p>

• A motion was made by Chairman Robson to deny (1) Surviving/Senior Clause 17D due to ineligibility. The motion was 2nd by Member Charles Wehner. All in favor. Signed</p>

<p>• Assessor Krupczak updated the BOA on the new counter for the Assessors’ office to be built by the South Shore Voc. Assessor Krupczak suggested that the floors be cleaned prior to the counter installation. Chairman Robson said he would look into the possibility of floor cleaning during school vacation time.</p>
<p>• Assessor Krupczak updated the BOA on the Assessors’’ Map update status. She is continuing to proof the completed maps for accuracy and sending them back to Rob Rosa for updates as necessary.</p>
<p>Unfinished Business:<br />
• ATB Cases were tabled for the next BOA meeting on Thursday, April 19, 2012</p>
<p>The BOA will meet on Thursday, April 19, 2012 @ 6pm. Assessor Krupczak will send reminders to the Board.</p>
<p>Chairman Robson motioned to adjourn the meeting at 7:00 pm. The motion was 2nd by Member Charles Wehner. All in favor.</p>

Special Town Meeting will also be held at the same time to complete budgetary needs for fiscal 2012. The Town Meeting will start at 7:00 pm on May 7th at Rockland High School Auditorium located at 52 MacKinlay Way.</p>

<p>Minutes of BOA Meeting - March 20, 2012</p>
<p>Chairman Dennis M. Robson called the meeting to order at 6:01pm.</p>
<p>In attendance were Chairman Dennis M. Robson, Member Charles Wehner, Assistant Assessor/Appraiser Ms. Debra J. Krupczak, and taking minutes Administrative Assistant Ms. Delshaune Flipp.</p>
<p>A motion was made by Chairman Robson to accept the February 13, 2012 meeting minutes. The motion was 2nd by Member Charles Wehner. All in favor.</p>
<p>Chairman Robson motioned to approve and sign sundries bills from Verizon, Plymouth County Registry of deeds totaling $489.99 and bills from WB Mason Totaling $42.08. The motion was 2nd by Member Charles Wehner. All in favor.</p>
<p>A motion was made by Chairman Robson to approve and sign the Chapter 61A Agricultural Chapter Land applications for Fiscal Year 2012 for Louise McCarthy, Map 82 Parcel 16, Wayne DelPrete, Map 68 Parcel 4 and Gerald DelPrete, Map 63 Parcel 109.</p>
<p>A motion was made by Chairman Robson to approve February 2012 Motor Vehicle Abatements, 2011 -$1,360.62 and 2012-$5,593.76, totaling $6,954.38. Member Charles Wehner 2n the motion. All in<br />
favor.</p>
<p>The Board approved &amp; signed February 2012 end of the month reports for Real Estate Abatements / Exemptions totaling $5,366.66. The motion was 2nd by Member Charles Wehner. All in favor.</p>
<p>A motion was made by Chairman Robson to approve (3) Senior / Surviving Spouse Clause 17 Exemptions for $525.00. The motion was 2nd by Member Charles E. Wehner. All in favor.</p>
<p>A motion was made by Chairman Robson to approve (5) VET Clause 22 Exemptions for $2,000.00 The motion was 2nd by Member Charles E. Wehner. All in favor.</p>
<p>A motion was made by Chairman Robson to approve (2) VET Clause 22 E Exemption for $2,000.00. The motion was 2nd by Member Charles E. Wehner. All in favor.</p>
<p>A motion was made by Chairman Robson to approve (1) Elderly Clause 41C Exemptions for $ 500.00. The motion was 2nd by Member Charles E. Wehner. All in favor.</p>
<p>New Business:</p>
<p>• Ms. Krupczak updated the Board regarding the Articles for Town Meetings she submitted to the Selectmen on behalf of the Board.<br />
• Ms. Krupczak updated the Board on her meeting with Paul Kapinos from P K &amp; Associates on the pending fiscal year 2010 and 2011 ATB cases with Maple Realty Trust.<br />
• Ms. Krupczak brought to the attention of the Board that the Plymouth Registry of Deeds has charged us for the Tri-Town Deeds totaling $432.50 and if there are any changes to these deeds in the future we will continue to be charged a fee per a deed. Ms. Krupczak asked the Board if we could print the deed ourselves since we have access through their web site going forward. The Board approved her request and Chairman Robson will look into getting reimbursed from Tri Town for that fee.<br />
• Ms. Krupczak informed the Board that Pk Valuation Group will be starting year one of the Cyclical Inspection Program in the late Spring.<br />
• Ms. Krupczak updated the Board on the Real Estate &amp; Personal Property Abatement applications and presented the following applications for denial and abatement.</p>
<p>• On the recommendation of Ms. Krupczak, motions were made by Chairman Robson to deny the following Real Estate Abatements.</p>

<p>1. OPEN FORUM</p>
<p>~John Rogers-Provided an update on the proposed Senior Center. The Project has received a 15,000 donation from the South Coastal Saving Bank</p>
<p>~Chief Llewellyn-Announced the beginning of the 3rd Annual Rockland Citizens Police Academy. The program is limited to 14 participants</p>

~MOTION to approve by Ms. O’Brien, 2nd by Mr. Johnson passed 5-0.</p>
<p>3. Executive Session Minutes of March 5, 2012<br />
~MOTION to approve not to be released until all matters are resolved by Ms. O’Brien, 2nd by Mr. Johnson passed 5-0.</p>

<p>UNFINISHED BUSINESS Item #11 taken out of order</p>
<p>11. VA Hospital Wool Cap donation program-Andy Triantaffelow</p>
<p>~Presentation of 3 checks totaling $500 to the COA from the DAV, Legion and V.F.W. to Angie Keller The checks were donations to the Council on Aging in appreciation of the 150 knitted hats to be given to the VA Hospital. Angie Keller thanked Andy for the opportunity to help.</p>
<p>4. Abington 300th Tri-Town 1⁄2 Marathon by Albert Donaghy</p>
<p>~Request by Albert Donaghy for permission to use some streets in Rockland for a 1⁄2 Marathon in celebration of Abington’s 300th anniversary</p>
<p>~MOTION to approve June 3, 2012 Tri-Town 1⁄2 marathon by Ms. O’Brien, 2nd by Mr. Kimball subject to Police Department final approval passed 5-0.</p>
<p>5. Union Street Tree and Bench dedication ceremony</p>
<p>~Selectman O’Brien discussed the upcoming Tree and Bench dedication to be held on March 31, 2012 @3p.m. The donors of the trees and benches are invited to attend a small thank you appreciation ceremony. A plague in appreciation of the donors will be displayed at Town Hall.</p>
<p>6. Rail Trail Update-Donald Cann, Derek Ewell</p>
<p>~TA Chiocca updated the BOS regarding the Rail Trail. The trail is approximately 10 feet wide from the Hanover line to the Abington line. The trail restricted to passive non-motorized use from dawn to dusk.<br />
Open Space Chairman Donald Cann and Derek Ewell of that committee also spoke regarding the trail. A number of Market Street residents were concerned about the proposed trailhead at an abandoned house the Town of Rockland owns across from Wyman Fields. The residents were assured the committee would work with the neighbors.</p>
<p>7. Library waiver-Municipal Appropriation Requirement</p>
<p>~TA Chiocca informed the BOS the Commonwealth of Massachusetts Board of Library Commissioners have granted a waiver of the FY2012 Municipal Appropriation Requirement(MAR) and certified Rockland to receive FY2012 State Aid to Public Libraries.</p>

<div>8. Review Warrant articles &amp; send to finance committee</div>

<p>~Selectman Chaffee read the articles posted for the Annual Town Warrant.</p>
<p>MOTION to approve the warrant and forward to the Finance Committee by Ms. O’Brien, 2nd by Mr. Kimball passed 5-0.</p>
<p>9. Open Special Town Meeting Warrant</p>
<p>The Special Town Meeting Warrant needs to be opened and remain open until April 12, 2012 @ 11AM</p>
<p>MOTION to open the Special Town Meeting by Ms. O’Brien, 2nd by Mr. Minahan passed 5-0.</p>
<p>10. Health Reform Agreement- Taken up at the end on the meeting<br />
(Mr. Minahan stepped down due to a conflict)</p>
<p>~TA Chiocca updated the BOS of an agreement which has been reached with the Public Employee Committee (PEC) regarding the Healthcare Reform Law and the establishment of a mitigation fund to offset some costs to<br />
plan participants. The agreement reduces the amount both the Town and participants have to pay</p>
<p>MOTION to approve the agreement by Ms. O’Brien, 2nd by Mr. Johnson passed 4-0.</p>
<p>NEW BUSINESS<br />
11. VA Hospital Wool Cap donation program-Andy Triantaffelow</p>
<p>This item was previously taken out of order.</p>
<p>12. Award 3rd Party Ambulance Billing Contact-Chief Duffey</p>
<p>~Fire Chief Duffey informed the BOS the 3rd party billing contract would be contract would be awarded to Comstar.</p>
<p>13. High School Hockey Road Race</p>
<p>~The BOS had a request to approve a Road Race to support the High School Hockey team. The sponsors have met with Lt. Zeoli.</p>
<p>MOTION to approve subject to Police Department approval by Ms. O’Brien, 2nd by Mr. Kimball passed 5-0.</p>

<p>14. Alcohol Hearing-E-Z Mart@339 Centre Ave<br />
MOTION to Open the Hearing by Ms. O’Brien, 2nd Mr. Kimball passed 5-0.</p>
<p>The BOS discussed the proposed E-Z Mart at the site of the former “One Stop”. Attorney Devin represented the petitioner.</p>
<p>MOTION to Close the Hearing by Ms. O’Brien, 2nd Mr. Kimball passed 5-0. MOTION to approve by Mr. Kimball, 2nd Ms. O’Brien passed 5-0</p>
<p>15. Electric Car Charging stations @ Town Hall and Library</p>
<p>TA Chiocca informed the BOS the two electric car charging stations located at Town Hall and the Library have been installed and are operational. Each site may charge 2 vehicles simultaneously. The stations were installed at no cost to the Town by National Grid.</p>
<p>16. Trinity Church Walk request</p>
<p>The BOS heard a request to allow a “Walk-a-thon” in Rockland and Hanover on MAY19 to support the Food Pantry.</p>
<p>MOTION to approve the walk subject to Police Department approval by Ms. O’Brien, 2nd Mr. Kimball passed 5-0.</p>
<p>17. Signage request SSTTDC@ Weymouth Street Entrance</p>
<p>The BOS received a request to place signage at the entrance to the East West Parkway at Weymouth Street. The proposed signs were reviewed by and are subject to approval by Building Inspector Tom Ruble.</p>
<p>MOTION to approve subject to review and approval by Inspector Ruble by Ms. O’Brien, 2nd Mr. Johnson passed 5-0.</p>
<p>18. Foreign and Domestic Auto- Keno Lottery Vote</p>
<p>MOTION of “No Objection” by Ms. O’Brien, 2nd by Mr. Minahan passed 4- 1(Johnson).</p>
<p>19. It’s a Cupcake, 161 Union St- Common Vic Application<br />
MOTION to approve by Ms. O’Brien, 2nd Mr. Kimball passed 5-0.</p>
<p>20. Amante Pizza &amp; Café, 440 Union St Common Vic Application MOTION to approve by Ms. O’Brien, 2nd Mr. Kimball passed 5-0.</p>
